Overall Conclusion
Texas Government Code, Section 2056.0021, requires state agencies to conduct strategic staffing analyses and develop workforce plans in accordance with guidelines developed by the State Auditor. The State Auditor's Office developed the Workforce Planning Guide to assist agencies with their workforce planning processes and in developing their workforce plans.
