Financial Management and Accountability
The State expects to spend $114 billion this biennium to deliver services.
SAO audits show that agencies continue to experience financial management
and accounting problems.

Strategic Human Resources and People Management
In fiscal year 2002 Texas spent about $9 billion for its human resources.
Effective people management would improve agency operations.

Contract and Grant Administration
In fiscal year 2002, the State spent about one-third (approximately $20 billion)
of its annual appropriation on its contracts. The SAO continues to identify agencies
that are not following good contracting practices.

Information Resources and Technology
The State spends approximately $1.8 billion annually on technology.
Weak systems security and improperly managed technology contracts put state
resources and sensitive information at risk.

Performance Measurement and Management
The accuracy of information used by agencies to manage their operations
continues to be a problem. Overall, 38 percent of key performance measures
reported to the Legislature are inaccurate.
