Overall Conclusion

An investigation by the State Auditor's Office's Special Investigations Unit led to three separate indictments. The Travis County District Attorney's Public Integrity Unit is prosecuting Myrna Chavarria, Onyekachi Ibekwe, and Johnny Villarreal. Ms. Chavarria is being prosecuted for aggregated securing execution of a document by deception, aggregated theft, and two counts of forgery. Mr. Ibekwe is being prosecuted for securing execution of a document by deception, theft, and two counts of forgery. Mr. Villarreal is being prosecuted for securing execution of a document by deception, aggregated theft, and forgery. All of these offenses are state jail felonies.

Key Facts and Findings

These indictments charge that Ms. Chavarria, Mr. Ibekwe, and Mr. Villarreal on separate dates allegedly forged signatures of individuals on the College Access Loan (CAL) applications and promissory notes without these individuals' consent. The forged applications and promissory notes were submitted to the Higher Education Coordinating Board, which led to the fraudulent disbursement of more than $13,142 for tuition, fees, and personal expenses.
